PeaZip free

utility offers full read /
write support (compressor, and extractor / opener) for BR
compressed files,
through the Open Source components from Google's Brotli project
(released
under MIT license) to offer the same GUI
frontend to
create,
browse, and extract .BR files under Windows
and Linux operating systems.
Brotli compression
Google's Brotli provides faster than Deflate (ZIP / GZip) compression,
but slower than current Facebook's Zstandard implementation; see benchmarks
page for a comparative of fastest file compressor tools.
Brotli algorithm is a pure fast single file (or stream) compressor, and
does
not provide file archiving features: if multiple files are sent to
Botli compression, PeaZip will automatically switch to solid
compression consolidating all input files / directories to a
single TAR archive.
The entire input is treated as a whole, which usually also allows reach
better compression ratio that treating each
input file separately.
BR format does not support encryption (files of this type cannot be
password protected) as no encryption primitive is offered by Brotli
algorithm..

Brotli
fast data compression accepts a
single file as input,
otherwise (to add multiple files and directories) use "TAR before"
option to consolidate input in a single TAR package before proceeding
with compression stage with Brotli algorithm.

tar.br file), open it in
PeaZip with double click if file extension is associated with the
application, or using system context menu "Open as archive" entry,
that
will attempt to read any user provided file type regardless file
associations
